Special voting day editions of the Bulletin
The Bulletin will be published two or three times tomorrow, election day. The first issue at noon will report on turnout and if all polling stations have opened. The second issue, at 1600, will report on whether large queues remain and if some polling stations will need to remain open after 1800. If that is the case, we will publish a third issue later tomorrow evening.
On Thursday, we will publish several bulletins to report on results.

Malawi bars voting
The government of Malawi has not allowed Mozambicans to vote except in the consulates and embassies, according to Felizberto Naife at a STAE press conference this morning. CNE had intended that Mozambicans in Malawi could vote in five different locations, but Malawi would not permit this. It is the only country that has barred voting outside embassies and consulates.
Meanwhile, Naife also said that STAE has been unable to use a helicopter in Niassa province due to lack of fuel. This could cause some problems in getting voting materials to the most remote polling stations.
Quelimane campaign diary
Not totally peaceful
The two main opposition parties were at a clear disadvantage in Quelimane, and the end of the campaign Sunday was not totally peaceful.
For Renamo, the final days of the 45 day marathon were difficult, with one arrest and one injury after a confrontation between one of its parades and a Frelmo shock group (grupo
de choque). Renamo spokesperson Noé Mavereca said the incident occurred in Brandão neighbourhood on the edge of the city
The Renamo parade was going toward the “3 Fios” open space when it was confronted by the shock group which stoned it as it passed the Brandão market, causing one injury and damaging a car in the parade.
But that was just the start. Renamo president Afonso Dhlakama had already arrived at “3 fios” where he found Frelimo posters everywhere. He decided to continue, but when he was ready to start, the neighbourhood secretary arrived and ordered Renamo to leave because this space had been reserved by Frelimo. When Renamo refused, the neighbourhood secretary called the police. Eventually the rally took place, but by them most people had gone home.
The day after, Renamo paid the price, when a Renamo member was detained by the police as he returned from the mosque, allegedly for being part of the parade that retaliated against Frelimo stone throwing.
For MDM the problems have been more the destruction of campaign material – posters are pulled down within a day.
Frelimo has had it much easier. Its Zambézia campaign team is led by Prime Minister Luísa Diogo and governor Carvalho Muária. When they travel they are accompanied by department heads and a police escort, and it is hard to tell if this is government mission or part of the campaign. The police seem more favourable to Frelimo, and there have been no arrests of Frelimo members, even though they have been involved in scuffles with the opposition.
MDM party agent José Manuel also complains of frequent use of state vehicles by Frelimo throughout the entire campaign.
Nicoadala teachers campaigning in classrooms
In Nicoadala, Zambézia, young supporters of the MDM feel they must be discreet in the campaigning because the fear reprisals in school. Pedro, 19 years old and a 9th class student, complained that his teachers frequently turned the classes into political speeches for Frelimo. “Instead of teaching us about science, they tell us how we should all join Frelimo because it was this party that build the infrastructure and is fighting poverty.” Speaking to students in Nicoadala, our reporter found that this was a common complaint.
Also in Nicoadala, a Renamo supporter has been detained by the police for removing Frelimo posters.
No candidates lists
The National Elections Commission has never published the list of candidates for the elections tomorrow. For national parliament, it has published which parties are standing in which provinces, but not the names of the candidates on the party lists. For provincial assemblies, it has not even published which parties are standing in which districts, so voters will only know their choice when they receive their ballot paper.
As well as a fundamental lack of information, there is actually some real confusion. Some lists posted outside the CNE headquarters in Maputo appear to contain too few candidates and it is not clear if those lists were allowed to go ahead.
Although a list of which parties are standing in which districts has never been formally published, the CNE is distributing a list to those who request it. The list below is a corrected list, based on the CNE list. The list we published in Bulletin 4 on 15 September was based on candidates lists posted outside the CNE on 13 September. The revised list below is significantly different, with Frelimo standing in all districts and Renamo standing in many districts in Nampula and Zambezia. That means the final lists must have been posted after 13 September, more than a week after the date set by law.
