What difficulties have arisen from the lack of common civil-military strategic planning tools for stabilisation operations? What key areas of divergence and gaps exist in principles and doctrine for stabilisation operations? To what extent would it be possible to achieve widespread agreement around a set of meaningful civil-military terminology, definitions, guiding principles and doctrine for these operations? How can new civil-military principles and doctrine be more effectively institutionalised and translated into operational implementation?
