I'm writing to raise this issue of the draft HIV bill in Mozambique: it's one of the very worst current Bills I've seen. In a nutshell:- the Bill creates a series on legal "obligations" on People Living with HIV (includingt he obligation to do regular physical exercise??);- the Bill has broad partner notification provisions;- the Bill allows disclosure by a physician to someone associated with a HIV positive child's education;- the Bill has no guarantees of HIV testing with fully informed consent,pre- and post- test counselling;- the Bill makes the "routine testing of pregnant women" "mandatory"(whatever that means);- the Bill establishes mandatory HIV testing in prisons;- broad criminalisation provisions (including an offence of "mass infection"??)- Nothing on women's rights or vulnerable populations.Technically, the Mozambique Bill isn't inspired (if that's the word) by the AWARE HIV/AIDS model law but, as you can see, it's the same old stuff. The best information I have is that the Assembly has scheduled a work session to finalize the draft two weeks from today, on the 28-30 ofAugust. I don't know if ICW and/or ATHENA have members or colleagues in Mozambique but it would be great to have local civil society express concern about this Bill.
