This week we look at India. It remains one of the stars of the global economy, but we remain worried by the government's failure to reform its bloated public sector, which helps impose a lower-than-necessary speed-limit for the economy and, crucially, has prevented the fruits of a growing economy spreading to India's poor. We take a hard look at India's 10m-strong civil service. Some bureaucrats are heroic figures struggling with impossible jobs under political pressure; but overall it stands as a colossal barrier to the country's continued success.
