What key areas of divergence and gaps exist in principles and doctrine for stabilisation operations? To what extent would it be possible to achieve widespread agreement around a set of meaningful civil-military terminology, definitions, guiding principles and doctrine for these operations? How can new civil-military principles and doctrine be more effectively institutionalised and translated into operational implementation?
